Which one do I need?
Most new for-hire carriers need both.
You need a BOC-3 if…
You’re a for-hire motor carrier, broker or freight forwarder applying for FMCSA operating authority. FMCSA won’t grant authority without one, and motor carriers can’t file it themselves.
You need UCR if…
You operate commercial vehicles across state lines (over 10,000 lbs, 10+ passengers, or placarded hazmat), or arrange interstate shipments as a broker or forwarder. It’s due every year.
